EAST LANSING, Mich., — Velatura today announced the appointment of Shelley Mannino as interim Chief Operating Officer, expanding her leadership role as the organization continues to grow its portfolio of AI, interoperability and healthcare technology solutions nationwide.
As interim COO, Mannino will oversee enterprise operations and work across the organization to advance Velatura’s strategic priorities. Her expanded responsibilities build on the leadership she has provided since joining the company in 2022, including her work across customer affairs, health information exchange operations and multi-state interoperability initiatives.

Mannino brings nearly 30 years of leadership experience in healthcare technology and operations. Throughout her career, she has led operational transformation across healthcare technology organizations, translating complex strategies into scalable execution while building high-performing, cross-functional teams. Her expertise spans healthcare interoperability, enterprise technology, government service operations and AI-enabled innovation, with a focus on building technology that improves how people access, share and use critical information.
Since joining Velatura, Mannino has served as Vice President of Customer Affairs while also leading Velatura HIE Corporation as Executive Vice President and serving as Executive Director of Florida’s Trusted Data Sharing Organization. In these roles, she has helped advance strategic interoperability initiatives, strengthen organizational operations and guide technology programs that improve healthcare connectivity across multiple states.
